Re State of Ohio v. Julian Norman
Case #: B 0701103
February 27, 2007
As I am sure you are aware, the last several years have been marked by a drastic increase in felony crime in the community of Price Hill. Much of this crime is closely associated with drug activity. From 2003 through 2005, Price Hill has experienced:
a 44% increase in drug arrests while citywide the increase was 20%
a 16% increase in aggravated assaults while citywide the increase was 3%
a 29% increase in robberies while citywide the increase was 5%
a 26% increase in weapons charges while citywide there was a 27% decrease
Though currently unavailable the 2006 numbers are expected to be bleaker. These numbers provided by the Cincinnati Police Department reflect our reality.
It is a reality resulting in many long-term residents leaving the area. Many of the residents who remain are afraid to go about their normal activities and feel that they are held hostage by crime. Price Hill is a victim. This escalation of crime has resulted in:
an overall decline in our quality of life
a decline in our sense of well being
a decline in our property values
a large number of vacant properties
an owner occupied housing percentage well below the national average
a community with fewer and fewer people vested in its future
In an effort to reverse this pattern of crime and to restore our neighborhood to a safe and inviting community, the Price Hill Court Watch program formed. For those convicted of violent and drug related crimes, we are seeking the stiffest possible sentences.
Indicted on seven counts of illegal drug activities the defendant Julian Norman satisfies this criterion. This is the second time the defendant has victimized Price Hill. In 2003, he was convicted of trafficking around a Price Hill elementary school. Refer to case B 0300667-A for details. Along with this history, the Hamilton County Clerk of Courts web site details one additional felony conviction and a host of misdemeanor convictions. It also reflects several other pending Municipal Court case. It appears rehabilitation was unsuccessful. Sentencing guidelines allow for a 3 to 13 year sentence. Given the severity of these charges and the defendants criminal history Price Hill Court Watch believes these offenses warrant a maximum sentence.
Price Hill is a community struggling for existence. Please help us in our efforts to reclaim our community and once again make it safe for residents.
Respectfully Submitted,
